KOTA KINABALU (Nov 26): Chief Minister Datuk Seri Panglima Hajiji Noor called on state statutory bodies and state government-linked companies (GLCs) to support the government’s aspirations for holistic economic development and to ensure they contribute to state revenue.
In line with the objective of establishing state statutory bodies and GLCs, he urged them to provide support and cooperation to the state government in implementing socio-economic development activities to help achieve the goal of improving the well-being of the people in Sabah.
“And in efforts to enhance the state’s economic growth, I want state statutory bodies and GLCs to foster creativity and innovation in exploring business opportunities, whether by venturing into new businesses or establishing partnerships with other related state agencies, as long as it does not conflict with their foundational objectives.
“Therefore, each agency must exercise prudence and efficiency in expenditure, prioritizing the returns needed to safeguard the welfare of the organization, maintain performance and contribute to the socio-economic development of the state,” he said.
Hajiji said this during the closing ceremony of the second session of the 2024 Board of Directors (BOD) Course for state statutory bodies and state GLCs and the presentation of dividends and contributions from public agencies to the State Government on Tuesday.
He reminded all state statutory bodies and GLCs that appointments of BOD members, allowance increases, facilities and grant applications must adhere to the existing regulations and avoid arbitrary decisions without referring to established rules, whether through the Companies Act, enactments, or current financial circulars.
Stressing the importance of compliance with current laws and regulations, Hajiji added, “I am confident that through the adoption of good governance principles, BOD members will be better equipped to fulfill their roles and responsibilities effectively, guiding their organizations to execute their mandates and achieve the established targets, ensuring proper returns on government investments,” he stated.
Hajiji pointed out that a position on the BOD is not a privilege but a responsibility to steer an agency toward achieving its objectives.
According to him, in addition to adding value to the organization and safeguarding the interests and expectations of stakeholders, BOD members must prioritize compliance with regulations, uphold corporate governance, and maintain high levels of integrity.
He urged all BOD members and GLC management to redouble their efforts, act with trustworthiness and integrity, and implement good governance within their organizations.
Hajiji said that collaboration and mutual understanding between the BOD and senior management are critical for devising the best strategies for an agency.
Moreover, good ethics and morals will enable companies to act ethically, driving economic growth while reinforcing government initiatives, he said.
He added that the course, organized by the State Ministry of Finance, is well-suited to the needs of newly appointed and existing BOD members to enhance their knowledge and skills in managing their respective agencies.
“I believe that through this course, BOD members will be able to elevate their leadership styles toward excellence, and senior management can strengthen the management composition, thereby fostering precision and transparency in steering the agency’s direction,” he emphasized.
He also called on all statutory bodies and state GLCs to continue improving their performance and revenue contributions to support the state’s income.
